The Town of Gibraltar does hereby ordain as follows:


      Pursuant to the authority granted to the Town of Gibraltar by Chapters 60, 66 and 30 of Wisconsin Statutes, and consistent with the provisions of Rules NR 1.90 and following the Wisconsin Administrative Code, the following provisions are hereby created to read as follows:


Article 1. Docking at or along launch piers


  1. Definitions.


  1. Launch Pier refers to the piers located at the Fish Creek municipal boat launch in the Town of Gibraltar.
  2. Boat or Vessel includes every description of watercraft used or capable of being used as a means of transportation on water.
  3. Docking refers to a Boat or Vessel that is alongside and physically attached to any portion of a launch pier by any means including, without limitation, ropes, lines, wires, straps, bumpers, or manually being held to the pier by one or more persons.


  1. Regulation.


  1. Docking of a Boat or Vessel for a period longer than as specified herein is prohibited:
  1. Launch side of Launch Pier, adjacent to ramp: Maximum of 15 minutes in any one-hour period.
  2. South side of Launch Piers: Maximum of 2 hours in any four-hour period.


c. Penalties and Enforcement.


  1. Citation and Forfeiture. Any person who shall violate any provision of this ordinance may be issued a Town citation, with a forfeiture of $25.00 for the first offense and $100.00 for each subsequent offense.
  2. Removal of illegally-docked boats; Towing and Storage Charges.
  1. Hazard to public safety.  Any boat docked in violation of this Ordinance is declared to be a hazard to marine traffic and public safety.
  2. Removal.  The Town of Gibraltar Police Officer, or such other designee as the Town Board may designate from time to time, may order a marine service that performs boat towing and storage services to remove and store a Boat docked in violation of this Ordinance in any facility of that marine service located within Door County.
  3. Towing and Storage Charges.  In addition to other penalties provided by this section, the owner or operator of a Boat so removed shall pay the actual cost of moving, towing and storage.


This Ordinance shall take effect upon passage and publication thereof.
